  Chapter 1 General Provisions

  Chapter 2 Entrepreneurship Guaranteed Loan Reward and Subsidy Policy

The Entrepreneurship Guaranteed Loan Guarantee Fund as referred to in these rules,refers to the establishment funded by local government,Fund used to provide guarantees for entrepreneurial guaranteed loans。The Entrepreneurship Guarantee Loan Guarantee Fund is operated and managed by the public service agency designated by the local government or the government financing guarantee agency entrusted by it。

“Governmental Financing Guarantee Institutions as referred to in these Rules,refers to the legal establishment,Invested and actually controlled by the government and its authorized agencies,A financing guarantee institution with the main business goal of serving small and micro enterprises and "agriculture, rural areas and animal husbandry" entities。

The handling bank referred to in these rules,refers to comprehensive consideration of loan convenience、Loan interest rate、Service evaluation and other factors,Based on work needs and business development,Can be selected regularly or irregularly according to public bidding and other procedures,Banking financial institutions that issue entrepreneurial guaranteed loans to qualified individuals or small and micro enterprises。

  Article 6Individuals who meet the following conditions can apply for entrepreneurial guaranteed loans and financial discount support:

(1) Belonging to key employment groups。Including urban registered unemployed people、Persons with employment difficulties (including persons with disabilities)、Retired military personnel、Persons released from prison、College graduates (including college student village officials and students who have returned from studying abroad)、Resolve excess production capacity, enterprise employees and unemployed people、Migrant workers returning home to start businesses、Online Merchant、Population lifted out of poverty、Rural self-employed farmers and herdsmen;

(2) Excluding student loans、Microcredit for people lifted out of poverty、Housing Loan、Car loan、Except small consumer loans below 50,000 yuan (including credit card purchases),When the applicant submits an application for a business guaranteed loan,I and my spouse have no other loans。

  Article 7 Small and micro enterprises that meet the following conditions can apply for entrepreneurial guaranteed loans and financial discount support:

(1) Small-sized enterprises falling under the current classification standards for small and medium-sized enterprises、Micro enterprise;

(2) The number of new people recruited by small and micro enterprises who meet the application conditions for entrepreneurial guaranteed loans within one year before applying for entrepreneurial guaranteed loans reaches 10% of the company's existing employees (5% for enterprises with more than 100 employees),And sign a labor contract with them for more than one year;

(3) No wages in arrears to employees、Unpaid social insurance premiums and other illegal credit records。

  Article 8Guaranteed loans for qualified entrepreneurial ventures,The financial department provides a fiscal discount of 50% of the actual interest rate of the loan。Exhibition period、Overdue Entrepreneurship Guaranteed Loan,In principle, the financial department will not provide interest discounts,Except otherwise provided by the State Council。

  Article 9Encourage qualified alliance cities to gradually reduce or waive counter-guarantee requirements for entrepreneurial guaranteed loans。Entrepreneurship guaranteed loan that meets one of the following conditions,Cancellation of counter-guarantee in principle:

(1) Entrepreneurship guaranteed loan of less than 100,000 yuan applied by an individual;

(2) Entrepreneurship projects recommended by the National Entrepreneurship Incubation Demonstration Base or Credit Community (rural);

(3) Entrepreneurs who have won honorary titles at the municipal (district or city) level or above、Entrepreneurship project、Entrepreneurship guaranteed loan applied by entrepreneurial enterprises;

(4) Evaluation and identification by financial institutions、Entrepreneurship guaranteed loan applied by individual entrepreneurs or small and micro enterprises who meet the credit loan conditions;

(5) Entrepreneurship guaranteed loans applied by specific groups such as second-time entrepreneurs with stable and trustworthy operations。

  Article 10Individuals or small and micro enterprises applying for entrepreneurial guaranteed loan interest discount support should apply to the local human resources and social security department for qualification review,Individuals or small and micro enterprises that have passed the qualification review,Submit a guarantee application to the local business guarantee loan guarantee fund operation and management agency or government financing guarantee agency,Submit loan application to the handling bank,Meet the relevant guarantee and loan conditions,Sign a business guaranteed loan contract with the handling bank。

The handling bank shall comply with the relevant provisions of the national financial accounting system and entrepreneurial guaranteed loan policy,Calculate the interest discount amount for entrepreneurial guaranteed loans,Apply to the municipal finance department for interest discount funds on a quarterly or monthly basis。The financial department at the municipal level shall complete the review within one month and allocate interest discount funds to the handling bank。

  Article 11For compliance with the relevant provisions of Articles 5 to 8 of these Rules,Entrepreneurship guaranteed loan that meets the following conditions,Can be included in the scope of special fund awards and subsidies:

(1) Personal entrepreneurial guaranteed loan limit shall not exceed 300,000 yuan,The loan term does not exceed 3 years。For borrowers who meet the conditions for personal entrepreneurial guaranteed loans to start a partnership,The loan amount can be appropriately increased according to the number of partners,The maximum limit shall not exceed 110% of the sum of the upper limits of eligible personal entrepreneurial guaranteed loans、And does not exceed the upper limit of guaranteed loan amount for small and micro enterprises;

(2) The guaranteed loan limit for small and micro enterprises shall not exceed 4 million yuan,The loan period does not exceed 2 years;

(3) Entrepreneurship guaranteed loan interest rate is determined by the borrower、Handling bank、Determined through negotiation between the business guarantee loan guarantee fund operation and management agency or the government financing guarantee agency,The upper limit of loan interest rate supported by incentives and subsidies is LPR+150BPs、The upper limit of loan interest rate in poverty alleviation areas is LPR+250BPs。Among them,LPR is the 1-year loan market quote rate。

  Article 12 With the consent of the People’s Government of the Autonomous Region,Each league city can expand the scope of interest discount support for entrepreneurial guaranteed loans based on actual conditions、Increase the loan limit、Loan interest rate ceiling and interest discount ratio。

For the part exceeding the upper limit of entrepreneurial guaranteed loans stipulated in these rules,The central government’s special funds are not supported by awards or subsidies。For those who break through the scope of interest discount support for entrepreneurial guaranteed loans stipulated in these rules、Loan with loan interest rate cap or discount ratio,Central、The autonomous region’s special funds are not supported by awards or subsidies。

  Article 13The award and subsidy funds can be used to provide interest discounts on entrepreneurial guaranteed loans、Entrepreneurship Guaranteed Loan Guarantee Fund Supplement、Entrepreneurship guaranteed loan risk compensation、Information support and other related work to improve the convenience for individuals or small and micro enterprises to apply for entrepreneurial guaranteed loans。

  Article 14The local financial department is responsible for cooperating with the local human resources and social security department、The branches of the People's Bank of China in various cities and towns jointly organize and implement the entrepreneurial guaranteed loan policy,Establish and improve the data statistics and monitoring system for entrepreneurial guaranteed loans,Strengthen information communication and sharing among various departments。

  Article 15The branches of the People’s Bank of China in various cities are responsible for supervising the business of financial institutions’ business guarantee loans、Management;Do a good job in credit system management and inquiry,Provide information services for financial institutions to carry out entrepreneurial guarantee business。

  Article 16 The local financial department is responsible for the supervision and management of entrepreneurial guaranteed loan award and subsidy funds,Ensure funds are disbursed in a timely manner;Work with relevant local departments to complete the quarterly application for interest discount funds and annual liquidation、Performance self-evaluation reporting and other related work。

  Article 17The local human resources and social security department is responsible for reviewing the qualifications of applicants for entrepreneurial guaranteed loans;Cooperate with the handling financial institution to investigate the status of applicants for entrepreneurial guaranteed loans;Actively provide entrepreneurial guidance to applicants for entrepreneurial guaranteed loans、Entrepreneurship training and other services;Strengthen the publicity of entrepreneurial guaranteed loans,Expand the benefits of entrepreneurial guaranteed loans。

  Article 18Local financial department、The human resources and social security departments must follow their respective functions and responsibilities,Do a good job in the supervision and management of entrepreneurial guarantee funds。

  Chapter 3 Central Financial Support Reward and Subsidy Policy for Inclusive Financial Development Demonstration Zone

  Article 19To support the alliance city、Flag County (city)、District) creates inclusive financial development demonstration zones with unique characteristics based on local conditions,Promote the formation of a long-term mechanism for the healthy development of inclusive finance,Focus on improving small and micro enterprises、“Three Rural Areas” Financing Development Environment,Special fund arrangements are used to support the central government’s fiscal support for incentives and subsidies for inclusive finance development demonstration zones。

  Article 20The central fiscal support for the inclusive financial development demonstration zone award and subsidy funds referred to in these rules,refers to the reward and subsidy funds arranged by the central government through special transfer payments for inclusive financial development。

  Article 21League City、Flag County (city)、District) can declare voluntarily,The demonstration area can be a league city、Flag County (city)、District)、National New District。

  Article 22Adhere to "openness and fairness、Competition and merit selection、The principle of taking into account balance,Divided into the eastern region [Hulunbuir City、Xing'an League、Tongliao City、Chifeng City、Xilingol League、Manzhouli City、Erenhot City。] and the western region [Hohhot City、Baotou City、Ulanqab City、Ordos City、Bayannur City、Wuhai City、Alxa League。]。Declared through the alliance city,The autonomous region’s public review method,Determine two demonstration areas based on the best。Preferred Eastern Region、The first place in each western region is the demonstration area for that year,Two places in total。

Base indicators include inclusive small and micro enterprise loan balance、Balance of inclusive farmers’ production and operation loans、Average interest rate of newly issued inclusive small and micro enterprise loans、Balance of government financing guarantee business、Small and micro enterprise credit loan balance。

Change indicators include the year-on-year growth rate of inclusive small and micro enterprise loan balance、Year-on-year growth rate of the balance of inclusive farmers’ production and operation loans、The average interest rate of newly issued inclusive small and micro enterprise loans decreased year-on-year、Government financing guarantee business balance growth rate year-on-year、Small and micro enterprise credit loan balance year-on-year growth rate。

  Article 24According to the performance assessment indicators of the Ministry of Finance’s Inclusive Finance Development Demonstration Zone,Except for the two indicators "Government Financing Guarantee Business Balance" and "Government Financing Guarantee Business Balance Year-on-year Growth Rate", which are approved and provided by the local financial bureau of the autonomous region,The rest of the indicators are approved and provided by the Inner Mongolia Financial Supervision Bureau。

  Article 25Interested alliance cities、Flag County (city)、District) The financial department will work with relevant departments to prepare the application plan,Fill in the Inclusive Finance Demonstration Zone Performance Appraisal Indicator Form,Clear the reward and subsidy implementation plan,Declare the demonstration area to the Autonomous Region Finance Department before April 15th each year。The Autonomous Region Finance Department and the Inner Mongolia Branch of the People's Bank of China、Inner Mongolia Financial Supervision Bureau、The local financial bureau of the autonomous region forms a review team,Organize the review in an open and competitive manner,Determine this year’s demonstration area based on the review results,And submit the list of demonstration areas to the Ministry of Finance。

  Article 26 A central reward and subsidy will be given based on the performance assessment results of the central fiscal support for the inclusive financial development demonstration zone (the first level is 100 million yuan,Second tranche 75 million yuan,Third level 50 million yuan),The two quotas will be allocated at 50% each。

  Article 27The reward and subsidy funds will be used by the demonstration area to provide interest discounts on loans to support small businesses and farmers、Risk compensation for loans to support small-scale farmers and farmers, and fee reduction incentives and subsidies from government financing guarantee agencies for supporting small-scale farmers and farmers、Capital replenishment、Risk compensation, etc.。The demonstration area should focus on strengthening department coordination and policy linkage,Promote this policy to form complementarities and synergies with other central government financial support policies,However, central fiscal funds shall not be repeatedly allocated to the same support direction for the same entity in the same year。

  Article 28If the reported assessment indicator data is authentic、Accuracy and other issues,Deduction of previous year’s reward and subsidy funds for the region。If there is intentional false alarm、Misreporting, etc.,Except for deducting the previous year’s reward and subsidy funds for the region,Disqualify the region from participating in the one-year demonstration area as appropriate。

  Article 29People's Bank of China Inner Mongolia Branch、Inner Mongolia Financial Supervision Bureau、Division of work by autonomous region local financial bureaus according to responsibilities,Intensify policy guidance for demonstration areas,And establish a normalized data exchange mechanism with the Autonomous Region Finance Department。

  Chapter 4 Targeted Fee Reward and Subsidy Policy for Rural Financial Institutions

  Article 30To guide and encourage rural financial institutions to strengthen rural financial services,Increase small credit loans for farmers,Special fund arrangements are used to provide certain rewards and subsidies to qualified rural financial institutions。

Rural financial institutions supported by these rules,refers to a rural commercial bank established in accordance with the law and obtained a license、Rural Credit Cooperative、Village Bank、Loan Company、Rural Capital Mutual Aid Cooperative。

  Article 31For rural financial institutions that meet the following conditions,Enjoy bonus support:

(2) The average annual loan-to-deposit ratio is higher than 50% (including 50%);

(3) The average balance of agriculture-related loans and small and micro enterprise loans in the current year accounts for no less than 70% of the average balance of all loans;

(4) Other conditions specified by the financial department.

  Article 32Farmers’ small credit loans issued by qualified rural financial institutions can be included in the scope of special fund awards and subsidies,Reward and subsidy funds are included in the unified accounting of income of rural financial institutions。

  Article 33The average balance of deposits (loans) referred to in these rules,refers to the average deposit (loan) balance of rural financial institutions at the end of each month during the year。

The average annual loan-to-deposit ratio referred to in these rules,Refers to the ratio of the average loan balance of the financial institution to the average deposit balance of the year。

The small credit loans for farmers mentioned in these rules are guaranteed by the creditworthiness of farmers,Small credit loans issued to farmers within the approved amount and period。

The statistical caliber of month-end loan balances referred to in these detailed rules shall be subject to the financial statistics system and relevant regulations of the People's Bank of China,Farmer small credit loan、The statistical caliber of agricultural-related loans shall be subject to the provisions of the special statistical system for agricultural-related loans of the People’s Bank of China。

  Article 34The financial departments of all league cities in conjunction with the branches of the People’s Bank of China in all league cities,Review and summarize the application materials of rural financial institutions within the jurisdiction,Joint submission to the Autonomous Region Finance Department、People's Bank of China Inner Mongolia Branch。The application materials include: "Application Form for Targeted Fee Rewards and Subsidies for Rural Financial Institutions"、"Summary Form of Application for Targeted Fee Awards and Subsidies for Rural Financial Institutions in XX League City"、"Farmers' Small Credit Loan Ledger in XX Year XX Month"、"Letter of Commitment" (Appendix 4-7) and other required application materials。

  Chapter 5 Fund Allocation

  Article 35The finances of autonomous regions and league cities should coordinate the reward and subsidy funds issued by the central government,Reasonably arrange the reward and subsidy funds at this level。

  Article 36The central government’s financial support for the incentive and subsidy funds for the inclusive finance development demonstration zone shall be allocated using the project method。

  Article 37Entrepreneurship guaranteed loan award and subsidy funds are allocated using the factor method,The central award and subsidy funds will be used first for interest subsidies on entrepreneurial guaranteed loans that meet the conditions for awards and subsidies,The interest discount funds are settled based on the actual situation,If there is any remaining funds after settlement according to the actual situation,Carry forward to use next year。The specific allocation formula is as follows:

League City’s Entrepreneurship Guaranteed Loan Award and Subsidy Fund = Our District’s Entrepreneurship Guaranteed Loan Award and Subsidy Fund approved by the Ministry of Finance Conditional entrepreneurial guaranteed loan balance)。

After using central reward and subsidy funds,If there is a gap in the actual interest discount funds,The finance department at the autonomous region level and the finance department of the league city shall bear the shortfall in interest subsidy funds according to a certain proportion,The specific proportion is linked to the performance evaluation results。

  Article 38Targeted fee award and subsidy funds for rural financial institutions are allocated using the factor method,The specific allocation formula is as follows:

The amount of reward and subsidy funds for a certain rural financial institution = the total amount of reward and subsidy funds × (the balance of small credit loans for rural households that meet the conditions for rewards and subsidies at a certain rural financial institution/the balance of small credit loans for farmers in the region that meet the conditions for rewards and subsidies)。

  Article 39The balance of entrepreneurial guaranteed loans referred to in these rules,refers to the average balance of entrepreneurial guaranteed loans of financial institutions that meet the conditions for special fund awards and subsidies at the end of each year。

The balance of small credit loans for farmers as referred to in this chapter,refers to the average balance of small credit loans of rural households that meet the conditions for special fund awards and subsidies by rural financial institutions at the end of each month during the year。

  Chapter 6 Budget Management

  Article 40 Autonomous Region Finance in the fourth quarter of each year,Based on the advance release of central funds for the next year and the autonomous region’s budget arrangements,Jiang Central、The funds of the autonomous region are released to the financial departments of each league and city in advance,And simultaneously issued central and local performance targets。

  Article 41 The financial departments of each league city are responsible for summarizing and reviewing application materials for special funds for inclusive financial development within their jurisdiction,Submit to the Autonomous Region Finance Department before February 20 each year。

Application materials include a description of the application for special funds this year、Special Fund Declaration Form (Attachment 1)、Special transfer payment performance self-evaluation report and attached central to local special transfer payment performance target table、Autonomous Region Special Transfer Payment Performance Self-Evaluation Form for League City (Annex 9)、Report on the use of special funds in the previous year and other materials related to special fund application or review。

For alliance cities that fail to submit application materials for special funds within the prescribed time,The Autonomous Region Finance Department will not accept the application,It is deemed that the region does not apply for special funds in that year。

  Chapter 7 Performance Management

  Article 42Financial departments at all levels should strengthen the performance management of special funds in accordance with the relevant provisions of budget performance management,Establish and improve the whole-process budget performance management mechanism,Perform performance target management as required,Strengthen performance monitoring,Carry out performance evaluation,Use performance evaluation results as a reference for improving policies and fund allocation,Gradually establish a performance accountability mechanism。

  Article 43Establishing a self-evaluation system mechanism for the autonomous region’s performance targets for league cities。Mainly for entrepreneurial guaranteed loans、Entrepreneurship guaranteed loan recovery rate、Full disbursement rate of funds、Financial institution branch coverage rate、Declaration for Entrepreneurship Guaranteed Loan Individual、Self-evaluation and scoring on indicators such as satisfaction of small and micro enterprises (see the attachment for specific scoring standards)。

  Article 44Performance evaluation results are divided into four levels:

A comprehensive score below 60 points is considered poor.

  Article 46The financial department of the demonstration area should do a good job in performance management according to the performance goals,Carry out performance self-evaluation in accordance with regulatory requirements,Promptly rectify the problems discovered during the self-evaluation,And submit the performance appraisal form of the inclusive finance development demonstration zone for the previous year before February 20 of each year、Performance self-evaluation report and inclusive finance work summary submitted to the Autonomous Region Finance Department。Other funds, the central government’s special transfer payment performance target table to local governments and the autonomous region’s special transfer payment performance self-evaluation table to league cities shall be submitted in accordance with Article 41。

  Article 47The financial departments of each league city shall be responsible for the reported performance evaluation indicator data of special funds,The Autonomous Region Finance Department will organize and carry out key performance evaluations as needed,And adopt appropriate methods to report performance evaluation results。

  Chapter 8 Supervision and Inspection

  Article 48 Financial departments at all levels are responsible for strengthening the management of special funds。The management and use of special funds should be audited、Accounting、Supervision by relevant industry authorities。

The financial department of the league city should strengthen coordination and cooperation with all parties,Clarify job responsibilities,Refining work tasks,Standardize the review procedures for entrepreneurial guaranteed loans,Increase risk prevention and control efforts。

Banking financial institutions involved in these rules、Entrepreneurship Guaranteed Loan Guarantee Fund Operation and Management Organization、Governmental financing guarantee agencies and other relevant units should truthfully compile and report all basic data involved in special fund applications,The authenticity of various basic data、Responsible for Compliance,Strengthen supervision of affiliated branches。
